摘要
经过40余年的发展,中国海洋石油开发技术从浅滩发展到1500 m以上的深水,海洋石油工程逐步实现从300 m深水油气田“中西合作”模式跨越到1500 m深水油气田的“自主建设”模式,并通过“一体化管理、数字信息化、进度统筹、质量管理、安全管理、风险管理、界面管理”七个维度,基本形成了一套基于“FPSO/半潜平台+水下生产系统”开发模式下的深水工程EPCI项目管理机制,极大提高项目管理效率,增强风险抵御能力,确保了深水海洋石油工程EPCI项目的顺利实施。
After the development of about 40 years,China’s offshore oil development technology has developed from shoals to deepwater of more than 1500 m,offshore oil engineering gradually realizes the“independent construction”mode of 1500 m in deepwater oil and gas fields from the“Sino-Western cooperation”mode of 300 m deepwater oil and gas fields.And around integration management,digital information,plan management,quality management,HSE management,risk management,interface management,basically formed a set of“FPSO/Semi-submersible+Subsea production system”project management mechanism of deepwater oil engineering construction.The mechanism greatly improve project management efficiency and enhance risk resilience which ensure the smooth implementation of the deepwater oil engineering EPCI project.
