数据开放共享中数据质量治理研究

Research on data quality governance in data opening and sharing

探究数据开放共享中数据质量问题及其治理对策,以便促进数据开放共享的有效实施。应用文献分析法和因果分析法,分析当前数据开放共享中的数据质量存在的问题及成因,基于数据生命周期理论和数据质量标准,并借助霍尔三维模型构建数据开放共享的数据质量治理模型。数据开放共享中数据质量问题涉及数据的准确性、完整性、一致性、及时性、相关性、开放可访问性,文章从完善法律规范、加强组织管理和创新技术强化平台建设3个方面提出具体治理对策,从而解决数据质量的问题,进一步推进数据开放共享的实施。

In order to promote the effective implementation of open data sharing, this paper exploresthe problems of data quality in open data sharing and its countermeasures. This paper uses literatureanalysis and causality analysis to analyze the data quality problems in the current open sharing of dataand the causes of the problems. Based on the data life cycle theory and data quality standards, itbuilds the data quality governance model of open sharing of data with the help of Hard SystemMethodology. The problem of data quality in open data sharing involves the accuracy, completeness,consistency, timeliness, relevance and accessibility. This paper puts forward specific governancecountermeasures from three aspects: improving legalnorms, strengthening organizationalmanagement and innovating technology to strengthen platform construction, s0 as to solve theproblem of data quality and further promote the implementation of open data sharing.
