改组、组建国有资本运营公司是深化国资国企改革的一项重大举措。党的二十大报告对国有企业提出了一系列重大要求,为国资国企擘画了改革发展的宏伟蓝图,也为国有资本运营公司改革发展指明了前进方向,提供了根本遵循。本文从国有资本运营公司定义发展概况,转型升级的必要性、方向和路径等方面,就新时代新征程如何更好地服务于国资国企改革、加快国有经济布局优化和结构调整、推动国有资本和国有企业做强做优做大进行了研究探讨。

Reorganizing and establishing state-owned capital operating companies is a major measure to deepen the reform of state-owned assets and enterprises.The report of the 20th National Congress of the Communist Party of China has put forward a series of significant requirements for state-owned enterprises,charting a grand blueprint for reform and development for state-owned assets and enterprises,and also pointing out the direction for the reform and development of state-owned capital operation companies,providing fundamental guidance.This article conducts research and exploration on how to better serve the reform of state-owned assets and enterprises,accelerate the optimization and structural adjustment of state-owned economy layout,and promote the strengthening,optimization,and expansion of state-owned capital and state-owned enterprises in the new era and new journey from the definition and development overview of state-owned capital operation companies,the necessity,direction,and path of transformation and upgrading.
