摘要针对国际投资法中充分保护与安全(Full protection and security,简称FPS)标准的内涵模糊问题,通过分析国际投资仲裁案中仲裁庭的不同观点,了解FPS标准在措辞、保护对象以及损害界定方面的发展趋势并提出建议,为该标准在具体适用时提供指引,从而使其真正发挥促进投资保护的作用。
