“一带一路”与“印太战略”:挑战、对接及其应对

The Belt and Road Initiative and“Indo-Pacific”Strategy:Challenges,Synergy and Solutions

“一带一路”建设以基础设施为抓手,促进沿线国家和地区政治、经济、文化交流与合作,进而推动包含“印太”在内的广大区域互联互通与区域经济一体化。在兼顾地缘经济、互联互通等发展因素的背景下,“印太战略”也已成为各行为体积极融入和推动印太地区互联互通进程的战略选择。因此,各行为体在“印太战略”与“一带一路”地缘经济上的重合、战略上的相似,决定了相互间不可避免的会产生挑战及对接合作。从印太各行为体根据自身战略“利益诉求”的变化而不断拓展与“一带一路”对接的可能性出发,探索构建出“引领”“主动参与”“软制衡”与“战略对冲”等四种策略路经,进而提出中国的应对举措。即对中国而言,需要进一步适应各行为体在经济对接合作过程中的“两面性”,探索构建不同的策略路径增加对接的利益契合点,以此稳定既有战略对接力量,化解对接压力和阻力。

The Belt and Road Initiative with focus on infrastructure development promotes political,economic and cultural exchanges and cooperation among countries and regions involved in BRI,and further boosts the regional interconnection and regional economic integration,including the Indo-Pacific.Against the backdrop of taking into account development factors such as geo-economics and connectivity,the“Indo-Pacific”strategy has also become a strategic choice for various actors to actively integrate and advance the process of connectivity in the Indo-Pacific region.Therefore,the geo-economic overlap and strategic similarity between the“Indo-Pacific”strategy and the Belt and Road Initiative of various actors determine that there will inevitably be challenges and coordination and cooperation effects each other.This paper starts from the possibility that various actors in the Indo-Pacific will continue to expand the possibility of connecting with the Belt and Road through the changes in their own strategic“interests and demands”,and explores the building of four strategic paths in the leading role,active engagement,soft balancing and strategic counteraction,and put forward China's countermeasures.For China,it is necessary to further adapt to the"two sides"of various actors in the process of economic coordination and cooperation,and build different strategic paths to increase the interests of synergy,so as to stabilize existing strategic coordinated forces and resolve coordinated pressure and resistance.
