Research on Open Sharing of Health Archives Data in the Digital Medical Era

数字医疗时代健康档案数据开放共享成为发展趋势,当前我国健康档案数据共享面临三大困境:一是数据获取阶段,公众参与积极性不高,参与意愿低;二是数据管理阶段,权责不清,缺乏标准化建设;三是健康数据安全保障技术不足,系统容易受到黑客攻击和匿名入侵。针对以上问题,构建数字医疗时代健康档案数据开放共享机制,需要建立健康档案数据开放共享的激励机制,增强用户参与开放共享的积极性和主动性;建立健康档案数据开放共享的协调机制,形成各行为主体间的信任机制;构建基于区块链的数据共享框架,完善数据安全管理的保障机制。

The open sharing of health archives data has become the development trend in the digital medical era. At present, China’s health archives data sharing faces three major dilemmas: first, in the data acquisition stage, the public participation enthusiasm is not high, and the participation willingness is low;second, in the data management stage, the rights and responsibilities are unclear and the standardization construction is lacking;third, health data security technology is insufficient, and the system is vulnerable to hacker attacks and anonymous intrusion. In view of the problems above, to build an open sharing mechanism of health archives data in the digital medical era, it is necessary to establish an incentive mechanism for the open sharing of health archives data and enhance the enthusiasm and initiative of users to participate in the open sharing, to establish a coordination mechanism for the open sharing of health archives data and form a trust mechanism among all actors, to build a block chain-based data sharing framework and improve the guarantee mechanism of data security management.
