资历框架下行业能力标准的构建研究与实践——以轨道交通行业能力为例

摘要 产教融合、校企合作形成命运共同体,是培养复合型技术技能人才的重要途径。行业能力标准是从行业、企业、社会需求角度对各阶段人才应该达到的知识、技能及能力做出的最低标准要求。它对推动行业人才进步、规范教育人才培养标准、促进社会经济发展发挥了重要作用。英国、澳大利亚、德国、中国香港都进行了行业能力标准的开发和应用,并取得良好成效。为此,借鉴国际和中国香港的相关经验,提取行业能力标准开发的关键要素,在《职教与远教一体化学习成果框架》指导下,以轨道交通行业能力为例,对行业能力标准开发过程中的开发主体、开发维度、开发难点、开发重点、开发课程等方面进行了详细介绍。 The integration of industry and education and school-enterprise cooperation to form a community of destiny is an important way to cultivate compound technical and skilled talents.The industry competency standard sets the minimum standard requirements for the knowledge,skills and abilities that talents at all stages should achieve from the perspective of industry,enterprise and social needs.It plays an important role in promoting the progress of talents in the industry,standardizing the training standards of educational talents,and promoting social and economic development.The United Kingdom,Australia,Germany,and China Hong Kong in China have developed and applied industry competency standards and achieved good results.Therefore,drawing on international and China Hong Kong experience,extracting the key elements of the development of industry competency standards,under the guidance of the“Integrated Learning Outcomes Framework of Vocational Education and Distance Education”,taking the competency of the rail transit industry as an example,the development subject,development dimension,development difficulties,development focus,development courses and other aspects in the development process of industry competency standards are introduced in detail.
