摘要
科技创新策源能力是原始创新能力的集中体现。当前学术界关于科技创新策源能力的研究多从企业和产业创新的视角出发探讨创新产出效率,对于科技创新策源能力的内涵、影响因素与提升路径的研究不足。然而,科技创新策源能力是一个国家科技创新的内在潜力,认清其中的客观规律并科学利用显得尤为重要。为此,本文基于创新发展规律和科技创新策源能力的内涵,立足科技创新策源能力的具体表征,讨论科技创新策源能力的影响因素;并在科技统计的框架下,构建科技创新策源能力的综合评价指标体系。以上海为例,本文采用“专家咨询约束下综合评价指标体系构建”方法,确定指标的权重估计量,形成上海科技创新策源能力发展综合指数。通过探索,本文得出科技创新策源能力的影响因素来自前瞻性的创新思想、多样化的创新活动、合理性的创新要素和产业化的创新成果,这对于我国在“十四五”期间提升科技创新策源能力的政策制定提供前期的理论准备。
Science and technology innovation strategy source ability is the concentrated embodiment of the original innovation ability.The current academic research on innovation strategy source ability mostly discusses the innovation output efficiency from the perspective of enterprise and industrial innovation.The research on the connotation,influencing factors and promotion path of the science and technology innovation strategy source ability is insufficient.However,science and technology innovation strategy source ability is the inherent potential of a country’s scientific and technological innovation.Therefore,it is necessary to recognize the objective laws and make use of them.Based on the law of innovation development and the connotation of science and technology innovation strategy source ability,this paper discusses the specific characterization and influence factors of science and technology innovation strategy source ability.Then this paper constructs a comprehensive evaluation system of science and technology innovation strategy source ability under the framework of science and technology statistics.Taking Shanghai as an example and using the method of“Composite Index Construction with Expert Opinion”,this paper determines the weights of each indices,and builds a composite index of the development of Shanghai’s scientific and technological innovation strategy source ability.Through exploration,this paper concludes that the influencing factors of science and technology innovation strategy source ability are forward-looking innovation ideas,diversified innovation activities,rational innovation elements and industrialized innovation achievements,which helps to provide specific paths and policies to improve science and technology innovation strategy source ability during the“Fourteenth Five Year Plan”period.
