摘要
为探究人才引进政策对城市高新技术产业发展的政策效应、识别政策的作用机制、丰富现有研究,基于2010—2019年我国273个地级及以上城市的面板数据,运用多期双重差分法考察人才引进政策的效果。研究发现:(1)城市人才引进政策对城市高新技术产业发展的提升作用显著,且这种政策效应自政策颁布的第二年起愈发显著;(2)在不同地区和不同城市规模间,城市人才引进政策对于高新技术产业发展的政策效应存在差异;(3)科技创新水平和科技研发投入水平是人才引进政策促进城市高新技术产业发展的中介因素。
In order to explore the policy effect of talent introduction policy on the development of urban hightech industry,to identify the mechanism of talent policy,and to enrich the existing research,this research is based on the panel data of 273 cities in China from 2010 to 2019,employing multi-period Difference-In-Difference(DID)approach to conduct the policy evaluation.Empirical results show as follows:(1)Urban talent introduction policy promotes the development of urban high-tech industry significantly,and this effect has been strengthened since the second year of the policy implementation.(2)In different regions and different city sizes,urban talent introduction policy may exert unlike impact on high-tech industry.(3)The levels of scientific and technological innovation and spending play an intermediary role in the relationship between the implementation of talent introduction policy and the development of urban high-tech industry.
