基层组织在水利治理中的主体作用探析——以皖北夹镇水利实践为例

Analysis of the Main Role of Grassroots Organization in Water Conservancy Management:A Case Study of Water Conservancy Practice in Jiazhen Town,North Anhui Province

农田水利运行低效是我国水利事业发展中不容忽视的问题。税费改革以后,基层组织在水利治理中的作用被淡化,而稳定的、可替代基层组织的水利治理主体未能形成。文章结合实地调查发现,依靠强大的统筹能力和动员能力,基层组织可以做到低成本高效率的水利供给,实现对农民的组织化。因此,要取得良好的水利治理效果,应当强调基层组织在农田水利中的主体作用。

The inefficient operation of farmland water conservancy is a problem that cannot be ignored in the development of water conservancy in China.After the tax and fee reform,the role of grassroots organizations in water conservancy governance has been diluted,and the main body of water conservancy governance that is stable and can replace grassroots organizations has not been formed.Based on the field investigation,this paper finds that relying on strong coordination and mobilization capabilities,grassroots organizations can achieve low-cost and efficient water conservancy supply and realize the organization of farmers.Therefore,in order to achieve good water conservancy governance results,the main role of grassroots organizations in farmland water conservancy should be emphasized.
