摘要
乡村振兴专项债券的发行,是对我国农业农村基础设施建设的有力支持和保障。文章从2018年以来乡村振兴专项债券发行情况出发,分析了乡村振兴专项债券实际运行过程中存在的问题,并提出了扩大乡村振兴专项债券发行、创新专项债券品种、加强债券项目管理、完善债券信息披露、加强债务风险管理和充分发挥专项债券引领作用的对策建议。
The issue of special bonds for rural revitalization is a strong support and guarantee for the construction of agricultural and rural infrastructure in China.From the issue of special bonds for rural revitalization since 2018,this paper analyzes the problems existing in the actual operation of special bonds for rural revitalization,and puts forward the solutions such as expanding the issue of special bonds for rural revitalization,innovating special bond varieties,strengthening bond project management,improving bond information disclosure,strengthening debt risk management and giving full play to the leading role of special bonds.
