工商资本下乡对推进城乡融合发展、促进乡村全面振兴、实现农村共同富裕具有重要作用。近年来,工商资本下乡的领域在逐步拓展,方式呈多元发展,效益在逐渐显现。然而,工商资本下乡在带来积极作用的同时,引发的土地流转无序混乱、粮食安全受到威胁、生态环境恶化、农户财产权益受损等多种风险也不容小觑。全面乡村振兴需要对工商资本下乡从多维度全方位进行规制,通过完善工商资本下乡的制度政策、健全工商资本下乡的投资环境、优化工商资本下乡中政府职能、强化工商资本下乡中生态保护措施与保障工商资本下乡中农民权益五个方面进行风险防范,充分发挥工商资本对推进农村农民共同富裕,实现农业农村现代化的带动作用。

Bringing industrial and commercial capital to the countryside plays an important role in pro moting the integrated urban-rural development,advancing rural revitalization across the board,and realizing common prosperity in rural areas.In recent years,the range of bringing industrial and commercial capital to the countryside is gradually expanding,means being multiple and efficiency gradually showing.However,while playing active roles,bringing industrial and commercial capital to the countryside results in also various risks such as chaotic rural land transfer,food security being threatened,ecological environment being deteriorated,property rights and interests of farmers being damaged,etc.and all these should not be underestimated.Therefore,rural revitalization across the board requires comprehensive multi dimension regulation of bringing industrial and commercial capital to the country side.Risk precautions should be achieved through the following five aspects:bettering the systems and policies,perfecting the investment environment,optimizing governmental functions,strengthening ecological protection measures,and safeguarding the rights and interest of farmers as for bringing in dustrial and commercial capital to the countryside.The leading role of industrial and commercial capital should be fully played in promoting common prosperity in rural areas and of farmers,and realizing the modernization of agriculture and rural areas.
