“十四五”时期是全面推进乡村振兴、建设数字中国的发力期。数字技术赋能乡村高质量发展将为农业全面升级、农村全面进步、农民全面发展提供新动力。现代先进信息技术与乡村高质量发展之间虽侧重不同,但仍存在巨大的衔接空间。二者互为条件、相互促进,是一个辩证发展的过程。主要表现为二者之间具有目标一致性,数字技术的迭代更新为推动乡村高质量发展提供有力支撑,同时乡村高质量发展也是数字创新的重要助推力。数字乡村依托数字经济的发展,通过大数据、云计算、区块链等构建虚拟空间,激活、增强各种功能效益为乡村农业发展、社会治理、文化建设、医疗养老、教育发展赋能,进而助推乡村高质量发展。在新发展阶段,数字技术赋能乡村高质量发展需要从以下几个方面协同推进:加强乡村数字变革技术支持;促进乡村主体数字理念转型;健全数字乡村相关配套措施。

The“14th five year plan”period is a force period for comprehensively promoting rural revitalization and building digital China.The high-quality rural development enabled by digital technology will provide new impetus for the all-round upgrading of agriculture,the all-round progress of rural areas and the all-round development of farmers.Although the emphasis between modern advanced information technology and rural high-quality development is different,there is still a huge connection space.The two conditions and promote each other,which is a process of dialectical development.It is mainly reflected in the consistency of objectives between the two.The iterative renewal of digital technology provides strong support for promoting rural high-quality development.At the same time,rural high-quality development is also an important driving force of digital innovation.Relying on the development of digital economy,digital village builds virtual space through big data,cloud computing and blockchain,activates and enhances various functional benefits,empowers rural agricultural development,social governance,cultural construction,medical care and elderly care,and educational development,and then promotes rural high-quality development.In the new development stage,digital technology enables rural high-quality development,which needs to be promoted in the following aspects:improving the technical support for rural digital transformation,promoting the transformation of rural main digital concept,and improving the relevant supporting measures of digital village.
