敏捷治理:发展脉络及其在应急管理领域中的研究展望

Agile governance: Development lineage and its research prospects in emergency management

“乌卡”时代带来的机遇和挑战吸引了学界的注意力,作为技术发展和数字时代出现的新的治理模式,敏捷治理成为应对“乌卡”时代的可能回应。基于国内外文献数据库数据,运用CiteSpace对敏捷治理的文献进行研究趋势和研究热点分析,从概念溯源、技术视角和组织视角厘清敏捷治理研究的演变,并探讨了敏捷治理运用于应急管理领域研究的启示。研究发现,敏捷治理的研究领域从软件开发拓展到企业管理、公共管理等多学科,在公共管理的研究中处于初步发展阶段,研究视角从局部的技术视角转变为整体的组织视角。此外,敏捷治理已用于分析突发公共卫生事件的响应过程,但仍需要更多的实证研究进一步探索敏捷治理在广义应急管理中的研究前景。

The opportunities and challenges brought by the VUCA era have attracted the attention of academics. Agile governance, as a new governance model emerging in the technological development and digital era, has become a possible response to the VUCA era. Based on domestic and foreign literature databases, CiteSpace is used to analyze the research trends and hotspots of agile governance literature, analyze the evolution of agile governance from the perspective of concept traceability, technology, and organization, and discuss the enlightenment of the application of agile governance in emergency management. It is found that the research field of agile governance has expanded from software development to multidisciplinary research such as enterprise management and public management, which is still in the initial stage of development in the research of public management. The research perspective has changed from the partial technical perspective to the overall organizational perspective. In addition, agile governance has been used to analyze the response process of public health emergencies, but more empirical research is still needed to further explore the research prospects of agile governance in general emergency management.
