印太经济框架下美国与东南亚的战略互动:以数字经济场域为聚焦

Strategic Interaction between the Indo-Pacific Economic Framework and Southeast Asia:Focus on the Domain of Digital Economy

数字经济正在推动生产、生活和治理方式的深刻变革,成为重组全球要素资本、重塑全球经济结构、改变全球竞争格局的关键力量。在中美大国竞争的背景下,数字经济、数字技术及其治理规则成为印太经济框架的核心关切和战略要旨。美国希望东南亚地区的新兴数字经济体能够接受并遵守“数据自由流动”的规则和标准,最终实现美国经济复苏发展和遏制中国崛起进程的双重目标。因此,需要将印太经济框架与东南亚的战略互动置于数字经济的政策场域中进行系统性考察。东南亚国家普遍希望拜登政府的印太战略在平衡中国的影响力、维持区域和平稳定、强化经济联系、扩大市场准入的同时,能够尊重、承认并支持东盟在区域制度架构中的中心地位。印太经济框架的实施和推进可能加剧东南亚地区数字经济的无序竞争、压缩东盟战略对冲空间、动摇东盟的中心地位。

The digital economy is igniting profound changes in production,life and governance,becoming a key force in restructuring global factor resources,reshaping the global economic structure and changing the global competitive landscape.In the context of the great power competition between China and the United States,the digital economy,digital technology and its governance rules have become the core concern and strategic focus of the Indo-Pacific economic framework.The U.S.hopes that the emerging digital economies in Southeast Asia will accept and comply with the rules and standards of“free flow of data”,ultimately realizing the dual goals of U.S.economic recovery and development and the containment of a rapidly rising China.Therefore,the strategic interaction between the Indo-Pacific economic framework and Southeast Asia needs to be systematically examined in the context of the digital economy policy domain.Southeast Asian countries generally hope that the Biden administration s Indo-Pacific strategy will help balance China s influence,maintain regional peace and stability,strengthen economic ties,and expand market access,while expecting the United States to respect,recognize,and support ASEAN s central position in the regional institutional architecture.The implementation and advancement of the Indo-Pacific economic framework may exacerbate the disorderly competition in the digital economy in Southeast Asia,compress ASEAN s strategic hedging space,shake ASEAN s centrality,and increase the degree of regional institutional congestion and fragmentation.
