“三社联动”视域下社区居家养老服务问题与对策研究

Research on the Problems and Countermeasures of Community Home-based Elderly Care Services from the Perspective of“Three Social Associations”

目前中国的人口老龄化日趋严重,在小康社会已经全面建成的背景下,养老服务的探索和发展方向也在转变,在“三社联动”视域下构建社区居家养老服务体系是当前探索的一个重要路径。本文分析“三社联动”角度下社区居家养老服务的不足:服务供给与服务需求不匹配、服务供给流于形式以及供给模式碎片化。并尝试寻求对策:建立需求导向的服务理念、提高服务质量、完善运行机制。

At present,the aging of the population in my country is becoming more and more serious.Under the background that a comprehensive well-off society has been built,the exploration and development direction of elderly care services are also changing.Building a community home-based elderly care service system from the perspective of“three social associations”is the current exploration.an important path.This paper analyzes the shortcomings of community home-based elderly care services from the perspective of“three social associations”:mismatch between service supply and service demand,service supply mere formality,and fragmentation of the supply model.And try to seek countermeasures:establish a demand-oriented service concept,improve service quality,and improve the operating mechanism.
