Problems and Countermeasures of Forming Innovation Consortium Led by State-owned Enterprises in China

通过“虚实结合”的方式推进以国资为主导的创新联合体的组建。在起步阶段,聚合各方资源打造“虚拟化”平台型创新联合体。在建设阶段,成立创新联合体实体,实施公司化运作。由各方共同出资或以知识产权作价出资,一方面便于土地、资金及税收政策等落地,另一方面便于后期以创新联合体名义申报专利、科研成果等,按照实际贡献与股权比例相结合的方式,完成创新联合体的成果分享。

We should promote the formation of state-owned innovation consortium through the“virtualized and real”combination.In the initial stage,the resources of all parties are combined to create a“virtualized”platform-type innovation consortium.In the construction stage,the innovation consortium will be established and corporatized.On the one hand,it is convenient for land,capital and tax policy to be landed,and on the other hand,it is convenient for the later declaration of patents and scientific research results in the name of the innovation consortium,and the sharing of results of the innovation consortium is completed according to the combination of actual contribution and equity ratio.
