摘要
为应对气候变化,全球已有59个国家(地区)承诺到本世纪中叶实现净零排放,为此需要匹配切实可行的碳定价工具。本文在对相关基础理论进行回顾和比较的基础上,对当今世界碳定价的具体实践以及国际货币基金组织最新的国际碳底价提议进行了详细分析,并对如何完善我国碳定价机制、加强国际碳定价协调提出相关政策建议。
In response to climate change,59 jurisdictions have committed to achieving net-zero emissions by mid-century,so it is necessary to match the practical carbon pricing tools.On the basis of the review and comparison of the related basic theories,this paper analyzes the practices of carbon pricing in the world and the latest proposal of international carbon price floor by the International Monetary Fund,and puts forward relevant policy recommendations,so as to improve the mechanism of carbon pricing and strengthen the coordination of international carbon pricing in China.
