农村人居环境整治中村民主体性的实现路径研究——以苏北B村为例

Research on The Realization Path of Villagers Subjectivity in the Improvement of Rural Living Environment--Take B Village in Subei as an Example

改善农村人居环境是美丽乡村建设的重要内容,但在实际治理过程中,行为主体主要是国家和政府,缺乏村民主体的有效参与。通过对苏北B村的案例研究,发现当下由于村民主体意识的“缺位”、乡村治理主体地位的“失序”以及村民主体治理过程的“缺场”造成了村民主体性作用发挥不畅的现实困境。为破解这一困境,可以通过思想引领,唤醒主体意识;赋权赋能,强化主体力量;夯实经济,留住乡愁等方式建立以村民为主体的农村人居环境整治的长效机制。

Improving the living environment in rural areas is an important part of the construction of beautiful villages,but in the actual governance process,the main actors are the state and the government,lack of effective participation of villagers.Through the case study of B village in northern Jiangsu,it is found that the role of villagers^subjectivity is not playing smoothly due to the"absence"o£villagerssubjective consciousness and of their process of subjective governance,and the"disorder"of the main body of rural governance.In order to solve this dilemma,we can use methods like ideological guidance to awaken subjective consciousness,empowerment to strengthen the power of subject,and a solid economic foundation to stay homesickness to establish a long-term mechanism for the improvement of the rural living environment with villagers as the main body.
