川渝地区生态环境智慧监管平台构建与初步设计研究 被引量:1

摘要 成渝双城经济圈是中国经济第四极,川渝地区承担着保护长江三峡“一江清水”,筑牢长江上游重要生态屏障,生态环境战略意义重大,大数据智能化引领创新驱动是川渝地区的重大战略,通过综合应用大数据、卫星遥感、物联网传感等现代信息技术,探索川渝地区开展生态环境方面的监测分析、数据共享、业务协同等领域的综合应用,提出构建川渝生态环境智慧监管技术体系,打造川渝重点流域综合治理和区域大气联防联治应用场景,研发川渝毗邻区域大气联防联控、水环境综合治理和“三线一单”业务协同平台总体设计,为川渝地区生态共建环境共保的智慧化监管提供技术和科技支撑。 Chengdu and Chongqing city economic circle is the fourth grade of China's economy.Sichuan and Chongqing undertake to protect the"clean water of one river"of the Three Gorges of the Yangtze River and build an important ecological barrier in the upper reaches of the Yangtze River,which is of great strategic significance for ecological environment.It is a major strategy for Sichuan and Chongqing to lead and drive innovation by big data intelligence.Through the comprehensive application of modem information technologies such as big data,satellite remote sensing and Internet of things sensing,this paper explored the comprehensive application of ecological environment monitoring and analysis,data sharing,business collaboration and other fields in Sichuan and Chongqing,proposed to build an intelligent supervision technology system for ecological environment in Sichuan and Chongqing,create an application scenario of comprehensive treatment of key river basins in Sichuan and Chongqing and regional atmospheric joint prevention and control,and develop the overall design of atmospheric jiont prevention and control,comprehensive treatment of water environment and"three lines and one list"in adjacent areas of Sichuan and Chongqing.The overall design of the business collaboration platform provides technical and scientific support for the intelligent supervision of ecological co construction and environmental co protection in Sichuan and Chongqing.
