构建四川省生物多样性监管体系的对策建议

Suggestions on Constructing Biodiversity Supervision System in Sichuan Province

科学监管四川生物多样性是建设美丽四川的重要途径。本文通过梳理四川生物多样性的基本情况与保护工作成效,剖析生物多样性监管存在的问题和不足,发现监测与评价体系不完善、空间覆盖度不够和技术支撑能力不足等问题。建议构建以生物多样性核心的“1+1+1”生态保护监管体系,完善生物多样性保护状况评价指标,提出差别化监管要求,强化支撑体系,提升生物多样性保护的空间覆盖度和对象完整性,全面推进生态保护监管工作,实现人与自然和谐的现代化。

Scientific supervision of biodiversity is an important way to build Beautiful Sichuan.This paper reviewed the basic situation of biodiversity in Sichuan and the effectiveness of conservation work,analyzed the problems and shortcomings of biodiversity protection and ecological protection supervision,and found out that monitoring and evaluation system is not perfect,the spatial coverage is not enough and the technical support capacity is insufficient.It is suggested to build a ‘1+1+1’supervision system for biodiversity,improve biodiversity assessment indicators for biodiversity protection status,and put forward differentiated supervision requirements,strengthening support system,to enhance the spatial coverage and object integrity of biodiversity conservation,and fully promote the ecological protection supervision work,realize the modernization of harmony between hunman being and nature.
