走向规范:社会组织越轨治理机制探究--一个“自律-他律-关系”的整合模型

Toward Regulation:An Exploration of Governance Mechanisms for the Deviant Behavior of Social Organizations--An Integrated Model of“Autonomy-Heteronomy-Relationship”

社会组织规范运作对于基层社会有序良治意义深远。近年来,我国社会组织越轨事件屡见报端,学界有关其生发虽有多种解释,但缺少整合性的理论分析模型。为此,通过选取13个社会组织越轨行为代表案例并基于扎根理论,本文构建起“自律-他律-关系”解释模型,系统化解读了社会组织越轨现象的生成机理。研究发现:社会组织越轨行为有中介性、偏项性等6种表现形式,并表征于“廉”与“能”两方面的缺失,内生于自律、他律及跨部门关系三方面的互动耦合。为此,未来应强化组织内部自律与外部他律并协同政-社、企-社关系的重塑,以构建立体化的公益越轨行为治理机制,从而推进社会组织规范化运作与公信力建设。

The regulation of social organizations has far-reaching significance for the orderly and good governance of grass-roots society.In recent years,the deviant events of social organizations in our country have been frequently reported.Although there exist many explanations for their emergence in the academic circles,there is a lack of integrated theoretical analysis model.For this reason,by selecting 13 representative cases of deviant events for social organizations and based on grounded theory,this paper constructs an explanation model of“autonomy-heteronomy-relationship”,and systematically interprets the generation mechanism of deviant event for social organizations.The study found that the deviant evidence of social organizations has six manifestations,such as intermediary,partiality,and so on,which are characterized by the lack of“integrity”and“ability”,and endogenous in the interactive coupling of self-discipline,heteronomy and inter-departmental relations.Therefore,in the future,Both the internal self-discipline and external heteronomy shall be strengthened with the coordination of the relationship reshaping between government-society and business-society,so as to build a three-dimensional governance mechanism for public welfare deviant behavior and thus promote the regulating operation and credibility of social organizations.
