Research on the Construction of Active and Efficient New Police Mode

进入新发展阶段,人民群众新期待、犯罪新形态和政治安全新形势呼唤警务形态的创新。公安机关应当提升政治站位,着眼未来,强化系统思维和战略眼光,密切关注可能决定或影响公安工作大局的主要趋势与规律,从更深层次引导警务形态创新。党的二十大报告阐明了中国式现代化的丰富内涵,为公安机关构建具有中国特色的警务体系现代化进一步指明了方向。主动高效新警务是新时代、新征程上一种创新的警务形态,通过警务资源整合、警种岗位融合、工作流程再造、现代科技赋能,追求行动高效、行政高效、运行高效和信息高效的目标。阐述警务形态概念以及现代警务形态对传统警务的重构,提出把人民至上置于警务形态创新的逻辑起点,对系统改革思维、做强地方公安事权、发挥技术驱动力、对重点人员实施精准高效管控、加强队伍建设、做实警务保障体系等重要考量因素进行阐释。

In the new development stage,the new expectations of people,the emerging forms of crime,and the new political and security situation call for the innovation of policing form.The public security organs should make efforts to upgrade their political position,strengthen the system thinking and the strategic vision from a future-oriented perspective,and pay the close attention to key trends and patterns that may determine or affect the overall situation of the public security work,so as to guide the innovation of police service form.Chinese Modernization put forward at the 20th National Congress of the Communist Party of China points out the direction for the public security organ to construct the modernization of the police system with chinese characteristic.A new efficient proactive and policing is an innovative policing form in the new era and the new journey.The goals of efficient action,efficient administration,efficient operation,and efficient information can be achieved through the integration of police resources,the fusion of police posts,the reengineering of work flow,the empowerment of modern science and technology.In this paper,the concept of policing form and the reconstruction of modern policing form are expounded and some important considerations are explained with people first as the basis.Those considerations include the system reform thinking,strengthening the power and responsibility of the local public security organ,exerting the technical driving force,implementing the precise and efficient control over key individuals,strengthening the team building,and completing the police security system.
