新型省域消防救援队伍执勤力量管理体系建设——以救援能力“供给侧”为视角

Research on Constructing Force Management System of Provincial Fire and Rescue Team—from the Perspective of “Supply - side” of Rescue Capability

在救援能力“供给侧”视角下,通过分析当前省域消防救援队伍执勤力量管理体系存在的不足,提出以救援能力“供给侧”评估为前提,通过整合国家综合性消防救援队伍、政府、社会各类消防救援力量打造体系主体结构,推动各地市因地制宜逐步完善配套体系、细化体系细节,实现体系与其他相关城乡规划无缝衔接等措施,建成与新时代经济社会发展相适应的新型省域消防救援队伍执勤力量管理体系。

From the perspective of“supply-side”of rescue capability,this article first explores the direction of constructing a force management system of provincial fire and rescue team on the basis of analyzing the shortcomings of the current system,then proposes such measures as building the system’s main structure by integrating national fire and rescue team with relevant teams of the government and society with“supply-side”assessment as its prerequisite,promoting the construction of site-specific supporting framework of each city and region,refining the details of the system,realizing seamless connection between the system and the rural and urban development plan,so as to construct a new force management system of provincial fire and rescue team adaptable to the economic and social development in the new era.
