制造强国战略下关于加快壮大我国技能人才队伍的思考

制造业是国民经济的主体,在制造强国战略下,技能人才作为国家战略人才力量重要组成部分,对提升制造业高质量发展、提高技术创新能力发挥了重要作用,但我国技能人才队伍建设对标世界先进水平还有较大差距。目前,技能人才总量短缺和结构性矛盾共存,技能人才供给与制造强国战略需求不相适应,高层次、创新型产业人才匮乏,技能人才总体素质偏低,严重制约了我国现代化产业体系建设,阻碍了我国制造业高质量发展。未来,发挥职业学校培养高技能人才的基础性作用,构建以企业为主体、职业学校为基础、政府推动与社会支持相结合的高技能人才培养体系,加快实施重点帮扶地区职业技能提升工程,加大东西部协作和对口帮扶力度,培养造就一支规模宏大、结构优化、布局合理、素质优良的技能人才队伍,为制造强国战略提供坚强的人才资源基础。

Manufacturing is the main body of the national economy.Under the strategy of manufacturing power,as an important part of the national talent strategy,skilled talents have played an important role in promoting the high-quality development of the manufacturing and improving technological innovation capabilities.At present,there is still a big gap between the construction of skilled talents in our country's manufacturing and the world's advanced level.The shortage of skilled talents and structural contradictions coexist,the supply of skilled talents does not meet the strategic needs of manufacturing a strong country,the shortage of high-level and innovative industrial talents,and the overall quality of skilled talents are low,which seriously restrict the country's construction of a modern industrial system,and have become an obstacle to promote the high-quality development of the national manufacturing.In the future,we need to give full play to the basic role of vocational schools in cultivating high-skilled talents,build a high-skilled talent training system with enterprises as the main body,vocational schools as the basis,government promotion and social support,and accelerate the implementation of vocational skills upgrading projects in key assistance areas,increase cooperation between the east and the west and counterpart assistance,cultivate a skilled talent team with a large scale,optimized structure,reasonable layout and excellent quality,and provide a strong talent foundation for the strategy of building a strong country.
