科协系统深化改革中地市级改革试点评价和研究

Evaluation and research on pilot reform at prefecture-level in the process of deepening the reform of China Association for Science and Technology system

为了深入贯彻党的十九大精神,进一步落实《科协系统深化改革实施方案》,有效推动地方科协改革,中国科协开展了地方科协深化改革试点工作。这次改革工作,创新工作方式,推行关键绩效指标制度,引导培育用户导向,首次根据专家评分和省级科协投票评价的方法,对改革试点单位的改革方案进行了科学评价。本文对部分地市级科协科协改革方案进行了归纳,并对专家评分和省级科协投票评价数据进行了统计分析,发现通过这种评价方式,可以公正、客观地筛选出受到资助的单位。本研究对推动科协系统改革落地,摸索可复制可推广经验,提供了支撑。

In order to thoroughly implement the spirit of the 19th National Congress of the Communist Party of China,further implement the Implementation Plan for Deepening the Reform of the Association for Science and Technology System,and effectively promote the reform of local science and technology associations,China Association for Science and Technology has carried out the pilot work of deepening the reform of local science and technology associations.In this reform work,we innovated the way of work,implemented the key performance indicator system,guided and cultivated user orientation,and for the first time,we scientifically evaluated the reform plan of the reform pilot units according to expert scoring and the method of voting evaluation of provincial science and technology associations.This study summarized the reform plans of some prefecture-level associations for science and technology,and statistically analyzed the expert scoring and provincial science and technology association voting evaluation data.It found that through this evaluation method,the subsidized units can be selected fairly and objectively.The research provides support for promoting the reform of the science and technology association system and exploring the experience that can be replicated and popularized.
