论北京国际科技创新中心立法必要性

On the need for legislation of Beijing International Science and Technology Innovation Center

党的十九届五中全会赋予北京建设国际科技创新中心的新定位。北京落实国家创新驱动发展战略、推动国际科技创新中心建设需要加快推动科技自立自强和高质量发展的法治建设。法治是促进科技自立自强和高质量发展的必要条件、内在要求和直接体现,在北京国际科技创新中心建设中又起到改革和治理保障、规范各种关系的关键作用。建设北京国际科技创新中心需要以法治为基础将国家政策与地方立法结合起来,明确北京国际科技创新中心的地方立法定位,以推动中央战略决策法治化,实现北京科技法治高质量、跨越式发展。

The construction of Beijing International Science and Technology Innovation Center is a new positioning given to Beijing by the Fifth Plenary Session of the 19th CPC Central Committee,and Beijing needs to accelerate the construction of rule of law to promote scientific and technological self-reliance and high-quality development in order to implement the national innovation-driven development strategy and promote the construction of the international science and technology innovation center.The construction of Beijing International Science and Technology Innovation Center should be based on the rule of law,which is a necessary condition,an inherent requirement and a direct manifestation of promoting scientific and technological self-reliance and high-quality development,and the rule of law plays a key role in the construction of Beijing International Science and Technology Innovation Center in reforming and guaranteeing governance and regulating various relationships.The construction of Beijing International Science and Technology Innovation Center needs to combine national policies with local legislation and clarify the positioning of local legislation of Beijing International Science and Technology Innovation Center in order to promote the rule of law for the central strategic decisions and achieve high-quality and leap-forward development of Beijing's science and technology rule of law.
