Trends,Drivers and Prospects of French African Policy in Emmanuel Macron’s Second Term

法国总统埃马纽埃尔·马克龙(Emmanuel Macron)成功开启第二个执政任期后,在对非政策上将延续第一任期的政策精神,即尽可能地显示出与殖民色彩浓厚的“法非特殊关系”决裂,进而建立新型伙伴关系的决心,以最大限度地维护法国在非洲的利益。但他会对具体政策进行一些改变或发展,从目前看主要体现在“优化军事安全部署”“继续金融改革与加强发展援助并行”以及“多管齐下开展公共外交”这三个方面。政策调整的动因包括之前的政策凸显出局限性、法在非洲的形象未得到有效改善、域外势力在非竞争加剧以及俄乌战争的影响等。然而,内政因素、政策本身的争议性以及非洲方面的现实情况都会对政策的实施形成挑战。

Faithful to the spirit of his policy towards Africa in his first term,Emmanuel Macron in his new term would continue to demonstrate,as much as possible,his determination to break with“Françafrique”and erect a new model of partnership with Africa.On the implementation level,he may change or develop specific aspects of the policy,such as optimization of military and security deployment schemes,pushing forward financial reform and enhanced development assistance concurrently,as well as multifaceted public diplomacy.The policy adjustments could be driven by a host of factors:failures of the past policy,deteriorated image of France in Africa,increased competition among foreign powers in Africa and impact of the war in Ukraine.However,domestic politics,the controversial character of French African policy itself and on-the-ground realities in African countries would pose challenges for the attaining of policy objectives.
