向农村地区选派驻村工作队是中国共产党开展农村工作的优良传统。在中华人民共和国成立后的不同时期,代表国家意志的“工作队”深入乡村社会,在不同阶段完成相应的任务与目标,以外来力量深刻嵌入乡村社会内部,将乡村社会有机整合进国家治理体系之中。回顾驻村工作队的历史变迁,需要把握国家与社会的关系转变及中国共产党践行群众路线的关键举措的双重实践逻辑;同时,还要在总结和吸收历史经验的基础上继续助力驻村工作队在乡村振兴阶段发挥其功能优势,引导农民实质性参与乡村发展,为乡村全面振兴奠定基础;此外,需要谨防驻村工作队运行过程中的异化与污名化风险。

It is a good tradition of the Communist Party of China to send village-stationed working teams to rural areas.In different periods after the founding of the People’s Republic of China,the“team”representing the will of the state goes deep into the rural society,completes corresponding tasks and goals at different stages,deeply embeds in rural society with external forces,and organically integrates the rural society into the national governance system.To review the historical changes of the village work team,we need to grasp the dual practical logic of the transformation of the relationship between the state and society and the key measures of the Chinese Communist Party to practice the mass line.At the same time,on the basis of the summary and absorption of historical experience,we should continue to help the village working team in the stage of rural revitalization to play its functional advantages and guide farmers to participate in the village development to lay a foundation for the overall rural revitalization.Therefore,it is necessary to guard against the risk of variation and stigma in the operation of village-stationed working teams.
