区域重大突发公共卫生事件舆情预警及其协同机制研究——以京津冀为例

Research on Public Opinion Early Warning and Coordination Mechanism of Regional Major Public Health Emergencies——Take Beijing-Tianjin-Hebei as an Example

舆情预警对区域协同应对重大突发公共卫生事件具有重要影响。根据舆情发展演变特征,将PSR模型应用于区域重大突发公共卫生事件舆情预警中,从预警目标、预警内容、预警主体和预警规范多维度构建区域舆情预警理论框架。从协同视角出发,以京津冀为研究对象,构建由舆情预防预警、信息监测研判、预警联动处置以及预警工作总结四部分组成的京津冀重大突发公共卫生事件舆情预警协同机制。最后从应急机制、应急预案、应急信息、应急宣传四方面提出京津冀协同应对重大突发公共卫生事件的具体策略,以期提升区域应对重大突发公共卫生事件的舆情预警水平及其协同处置能力。

Public opinion early warning has an important impact on regional coordinated response to major public health emergencies.According to the characteristics of the development and evolution of public opinion,this paper applies the PSR model to the public opinion early warning of regional major public health emergencies,and constructs the theoretical framework of regional public opinion early warning from the multi-dimensional aspects of early warning objectives,early warning contents,early warning subjects and early warning norms.From the perspective of coordination,taking Beijing-Tianjin-Hebei as the research object,a public opinion early warning coordination mechanism for major public health emergencies in Beijing-Tianjin-Hebei is constructed,which consists of four parts:public opinion prevention and early warning,information monitoring and judgment,early warning linkage disposal and early warning mechanism summary.Finally,from the four aspects of emergency mechanism,emergency plan,emergency information and emergency publicity,this paper puts forward the specific strategies of Beijing-Tianjin-Hebei collaborative response to major public health emergencies,so as to improve the public opinion early warning level and collaborative disposal ability of regional response to major public health emergencies.
