宁波舟山港集装箱海铁联运集疏运能力提升策略研究

Study on Strategies for Improving Collection and Distribution Capacity of Container Sea-Rail Intermodal Transport at Zhoushan Port of Ningbo

为响应国家一流强港及运输结构调整战略部署,深度融入“一带一路”建设,服务国家内外开放大格局,积极发挥海铁联运优势,优化提升港区集疏运能力,通过分析宁波舟山港海铁联运发展现状及趋势,指出其在集疏运能力方面面临的瓶颈问题,提出加快港口基础设施建设、提升疏港铁路支线能力、打通干线通道及枢纽堵点、完善海铁联运站点布局及扩能改造、实现集装箱海铁联运信息互联共享共5个方面的策略措施,全面提升“铁路节点+通道+网络枢纽+港口”集疏运能力,强化港口集聚辐射力,推动宁波舟山港海铁联运高质量发展。

In order to respond to the national strategic deployment of first-class port and transportation structure adjustment,the strategic deployment was deeply integrated into the construction of the“Belt and Road”initiative,and the opening up pattern in China and abroad was followed.In addition,the advantages of sea-rail intermodal transport were fully leveraged,and the collection and distribution capacity of the port area were optimized.By analyzing the current situation and development trend of searail intermodal transport at Zhoushan Port,Ningbo,this paper pointed out the bottleneck problems of the collection and distribution capacity and put forward five strategic measures,including accelerating the construction of port infrastructure,improving the capacity of the branch line of the port railway,eliminating the blocking points of trunk channels and junction,optimizing the layout of sea-rail intermodal transport stations,and realizing the information interconnection and sharing of container searail intermodal transport.The paper aimed to comprehensively improve the collection and distribution capacity of railway nodes,channels,network hubs,and ports,strengthen the radiation and agglomeration power of ports,and promote the high-quality development of sea-rail intermodal transport at Zhoushan Port,Ningbo.
