Optimization Path and Realization Mechanism of Emergency Intelligence System for Public Health Emergencies

[目的/意义]在新冠肺炎等公共卫生突发事件冲击全球的背景下,应急情报工作制度优化对提高应对突发重大公共卫生事件的能力和水平具有重要意义。[方法/过程]阐述应急情报工作制度优化的必要性,并从法制建设、平台建设、文化建设、人才培养和物资保障五个角度对应急情报工作制度优化路径进行分析。[结果/结论]提出法制规范建设机制、应用平台机制、人才培育机制、文化推广机制和应急物资情报工作协同机制五个优化路径的实现机制。

[Purpose/significance]In the context of COVID-19 pandemic and other public health emergencies affecting the world,it is important to optimize the emergency intelligence system to improve the capability and level of response to major public health emergencies.[Method/process]This paper explains the necessity of emergency intelligence work system optimization and analyzes the path of emergency intelligence work system optimization from five perspectives:legal system construction,platform construction,culture construction,talent cultivation and material security.[Result/conclusion]Five mechanisms are proposed:legal system specification construction mechanism,application platform mechanism,talent cultivation mechanism,culture promotion mechanism and emergency material intelligence work synergy mechanism.The mechanism of the optimization path is proposed.
