数字普惠金融、农户信贷可得性与农村相对贫困治理

Digital Inclusive Finance,Farmer Credit Availability and Rural Relative Poverty Governance

文章从相对贫困治理的三个方面构建了农村相对贫困治理评价指标体系,以2010—2020年中国30个省份面板数据为研究基础,利用半参数模型从全国、区域层面实证检验了数字普惠金融与农户信贷可得性对农村相对贫困治理各维度的影响效应。结果显示,从全国层面看,数字普惠金融发展与农户信贷可得性均对农村权利贫困治理水平提升产生正向影响。从区域层面看,数字普惠金融发展与农户信贷可得性对农村相对贫困治理的作用效果存在区域异质性。从时间维度看,样本期内数字普惠金融与农户信贷可得性对农村相对贫困治理的影响表现出波动式变化趋势。据此,提出应加强政府在宏观层面指引、实施差别化政策、发挥金融机构作用,从而不断提升农村相对贫困治理水平。

This paper constructs an evaluation index system for rural relative poverty governance from three aspects of relative poverty governance.Based on the panel data of 30 provinces in China from 2010 to 2020,the semi-parametric model is used to empirically test the impact of digital financial inclusion and farmer credit availability on various dimensions of rural relative poverty governance from the national and regional levels.The results show that at the national level,both the development of digital inclusive finance and the farmer credit availability have a positive impact on the improvement of rural rights poverty governance.From a regional perspective,there is regional heterogeneity in the effect of digital inclusive finance development and farmer credit availability on rural relative poverty governance.From the perspective of time dimension,the impact of digital inclusive finance and farmer credit availability on rural relative poverty governance shows a fluctuating trend during the sample period.Based on this,it is proposed to strengthen the government's guidance at the macro level,implement differentiated policies and give play to the role of farmers and financial institutions,so as to continuously improve the level of rural relative poverty governance.
