知识产权示范城市建设对生产性服务业集聚的影响研究

The Impact of the Construction of Intellectual Property Demonstration City on the Agglomeration of Producer Services

依据2004—2018年中国252个地级市面板数据,运用双重差分法考察知识产权示范城市建设对生产性服务业集聚的影响及其作用机制。结果显示:知识产权示范城市建设显著推动城市生产性服务业集聚。从作用机制来看,知识产权示范城市建设过程中伴随着知识产权保护水平的提升,进一步通过马歇尔外部性理论中的知识溢出效应和劳动力池效应最终推动生产性服务业集聚。拓展研究表明,知识产权示范城市建设对生产性服务业集聚的促进作用存在城市区位、规模和等级差异。鉴于此,可进一步扩大知识产权示范城市试点建设范围,对于不同区域、规模和等级的城市实施差异化政策,多措并举激励城市技术创新和人力资本积累,以推动生产性服务业集聚。

Based on the panel data of 252 prefecture level cities in China from 2004 to 2018,this paper uses the difference-in-difference method to investigate the impact and mechanism of the construction of intellectual property demonstration cities on the agglomeration of producer services.The results show that the construction of intellectual property demonstration cities significantly promotes the agglomeration of urban producer services.From the perspective of action mechanism,with the improvement of the level of intellectual property protection in the construction of intellectual property demonstration cities,the agglomeration of producer services is finally promoted through the knowledge spillover effect and labor pool effect in Marshall externality theory.The expansion research shows that there are differences in urban area,scale and grade in the promotion of the construction of intellectual property demonstration cities on the agglomeration of producer services.In view of this,we can further expand the scope of pilot construction of intellectual property demonstration cities,implement differentiated policies for cities in different regions,sizes and grades,and take multiple measures to stimulate urban technological innovation and accumulate human capital,so as to promote the agglomeration of producer services.
