构建海洋命运共同体是习近平顺应海洋和平发展时代潮流,直面当前多样化海洋问题,在现行海洋治理模式赤字凸显、海洋国家多元利益拓展需求等现实基础上提出的一项具有高度战略意义的伟大构想,体系完整、内涵丰富,包括平等共建的海洋政治命运共同体、利益共享的海洋经济命运共同体、包容共生的海洋文明命运共同体、权责共担的海洋生态命运共同体、风险共御的海洋安全命运共同体,既体现出鲜明的中国特色,又蕴含着沿海国家的共同价值,对重塑海洋国际关系以及海洋事业发展具有重要引领作用。由于海洋命运共同体的构建是一个持续互动的复杂过程,因此中国与沿海各国要从打造蓝色伙伴关系、拓宽海洋经济合作、协商制定海洋法规、共同研发海洋科技、携手构建海洋机制、推动海上力量协作等方面锲而不舍地加以推进。

Building maritime community with a shared future is a great strategic concept put forward by Xi Jinping on the basis of the reality of conforming to the trend of the era of peaceful ocean development,facing the current diversified ocean problems,highlighting the deficit of the current ocean governance model and expanding the needs of the multi-interests of ocean countries.Its system is complete and has rich connotations,including an equal and co-constructed community of marine political destiny,a community of marine economic destiny with shared interests,a community of marine civilization destiny with inclusive coexistence,a community of marine ecological destiny with shared responsibilities,and a community of marine security destiny with shared risks.It not only embodies distinct Chinese characteristics,but also contains the following.The common value of maritime countries is of great guiding significance in reshaping international relations and the development of marine undertakings.Because its construction is a complex process of continuous interaction,China and coastal countries should make persistent efforts in building a blue partnership,broadening marine economic cooperation,negotiating and formulating marine laws and regulations,jointly developing marine science and technology,jointly building marine mechanisms,and promoting cooperation among maritime forces.
