Practice and Enlightenment of Public Participation in American Community Resilience Renewal

社区更新引领韧性城市建设成为现阶段我国城市更新行动的总体目标之一。国内外的更新实践表明,公众参与已成为社区更新的最重要策略之一,其对于提升社区韧性能力具有重要意义。因此,文章研究了公众参与对提升社区韧性的重要性,分析总结目前我国城市社区韧性更新中公众参与过程存在的现实问题,结合国际经验,从法定程序保障、参与组织架构、居民参与提升、实施运作机制以及韧性知识宣传等方面对美国东海岸韧性项目(ESCR)的公众参与实践进行讨论,以期为我国提供参考。

Community renewal leading the construction of resilient cities has become one of the overall goals of the current urban renewal action in China.Renewal practices at home and abroad show that public participation has become one of the most important strategies for community renewal,and it is of great significance for improving community resilience.Therefore,this paper will study the importance of public participation in improving community resilience,analyze and summarize the current practical problems existing in the process of public participation in the resilience renewal of urban communities in China.Combined with international experience,this paper discusses the public participation practice of the East Side Coastal Resiliency(ESCR)in the United States in terms of legal procedures guarantee,participation in organizational structure,residents'participation improvement,implementation and operation mechanism and resilience knowledge promotion,in order to provide reference for China.
