陕甘宁边区廉政法规体系的构成

The Constitution of the System of Laws and Regulations on Clean Government in the Shaanxi-Gansu-Ningxia Border Region

延安时期,党和陕甘宁边区政府致力于打造一个清正廉洁的人民政府,营造出“只见公仆不见官”的政治环境。以此为目标,党和边区政府颁布实施了一系列廉政法规,并配套相适合的司法程序,保证了廉政法律的有效执行。这些法规有旨在惩处贪污腐败的专门性法律,也有贯穿于宪法、行政性法规和其他各种法律中相关条款,涉及陕甘宁边区政权建设和干群生活的方方面面,是较为完善和系统性的法规。实践证明,党在当时所构建的廉政法律制度体系,对于形成廉洁的党风政风和营造和谐向善的社会环境等方面都作出了重要贡献。

During the Yan’an period,the Party and the government of the Shaanxi-Gansu-Ningxia Border Region devoted themselves to building an incorruptible and honest people’s political power and creating a political environment of“seeing public servants only but not officials”.With it as the goal,the Party and the border government promulgated and implemented a series of laws and regulations on incorruptible government,and matched them with appropriate judicial procedures to ensure the effective implementation of incorruptible government laws.These laws and regulations include special laws aimed at punishing corruption,as well as relevant provisions in the Constitution,administrative regulations and other laws,which involve all aspects of political power construction and life of cadres and masses in the Shaanxi-Gansu-Ningxia border region,and are relatively complete and systematic laws and regulations.Practice has proved that the legal system of incorruptible government built by the Party at that time has made important contributions to the formation of an incorruptible party style and political style and the creation of a harmonious and good social environment.
