摘要
全球教育治理涉及多元利益主体,其中国际非政府组织以其成员众多、机制灵活、影响广泛等特点而在参与和推动全球教育治理上发挥重要作用。作为高等教育领域的国际非政府组织,国际大学协会致力于成为高等教育机构的全球性代表并为全球高等教育机构提供全方位服务。该组织积极引领高等教育机构的可持续发展、国际化、领导力和数字化转型等事业的发展,通过数字式治理、规范式治理和认知式治理参与全球教育治理,呈现出人文主义与工具理性并存、大众需求与个性服务兼顾、静态控制与动态调整结合的特点。国际大学协会相关实践可为我国在构建“一带一路”或区域教育共同体,秉持共商共建共享的理念参与全球教育治理方面提供有益借鉴。
Global educational governance involves diverse stakeholders,in which international non-governmental organizations,characterized by a large number of members,flexible mechanisms and wide impacts,play an important role.As an international non-governmental organization in higher education,the International Association of Universities are committed to being a representative of global higher education institutions,offering a full range of services for them.It has actively led the sustainable development,internationalization,leadership development,and digital transformation of higher education institutions.It has also been involved in global educational governance through digital governance,normative governance,and cognitive governance,which is characterized by the coexistence of Humanism and Instrumental rationality,the balance between general needs and customized services,and the combination of static control and dynamic adjustment.The practices of the International Association of Universities provide implications for China to engage in the construction of the Belt and Road or regional educational community and advocate the principle of extensive consultation,joint contribution,and shared benefits in global educational governance.
