Research on Higher Education Regulatory Organizations in the UK--Taking the Office for Students as an Example

英国高等教育监管机制的改进是应对高等教育市场变化的必然要求。随着对高等教育市场监管需求的提升、已有监管机制弊端的凸显,以及改革高等教育监管机构政策出台的驱动,英国成立了新监管机构——学生事务办公室。学生事务办公室采取包括早期预防、正式干预和严格惩处等一系列创新监管措施,呈现出监管路径高效、监管措施灵活、监管程序规范、监管方式严格、辅助监管机构多样化等特征。

Improving the regulatory mechanism of the higher education in the UK is an inevitable requirement for responding to the changes in the higher education market.Driven by the need for stronger supervision of the higher education market,the shortcomings of the existing regulatory mechanisms,and the policy of reforming the higher education regulatory agencies,the Office for Students(OfS),a new regulatory agency,was established.The OfS has innovated the way of regulation by adopting a series of regulatory measures,including early prevention,formal intervention and strict sanctions.These regulatory measures are characterized by efficient regulatory paths,flexible regulatory measures,regulatory procedure specification,strict sanctions,and diversified auxiliary regulatory agencies.
