民心是最大的政治,提升民众对善治的认同不但是中国特色社会主义制度的内在要求,而且也是国家治理能力在行政过程中的典型实践。善治作为解释国家治理体系与民心政治的合法性工具,充分彰显了民众的尊严和价值,有助于确保人民权利的落实。善治过程依赖于以民心建设为中心的绩效理念,国家治理能力的实现贯穿于从良政到善治的政策过程,国家与社会的良性互动践行了善治进程的民心所向。因此,中央顶层设计的人民逻辑是回归善治的必然结果,要处理好“权为民所赋”与“权为民所用”的价值位序,用好以人民逻辑为中心的干部选拔制度,不断优化群众监督机制,完善干部考核与群众参与相结合的督考融合制度,建立目标任务责任清单,健全对基层政府的评价制度。要重铸“人民至上”的文化生态,恪守党性与人民性相一致的施政理念,落实“政绩”与“政德”相统一的善治政绩观,提升民众的获得感、幸福感和安全感。

Popular support is the greatest politics,and promoting public recognition of good governance is not only an inherent requirement of the socialist system with Chinese characteristics,but also a typical practice of national governance capacity in the administrative process.As a legitimate tool to explain the national governance system and popular politics,good governance fully demonstrates the dignity and value of the people and helps ensure the implementation of their rights.The process of good governance relies on a performance concept centered on the building of popular support.The ladder of national governance capabilities runs through the policy process from good governance to good governance.The benign interaction between the country and society practices the popular aspirations of the process of good governance.The people’s logic designed at the top level of the central government is an inevitable result of returning to good governance,and it is necessary to properly handle the value order of“power bestowed on the people”and“power used by the people”.Make good use of the cadre selection system centered on the logic of the people,continuously optimize the mass supervision mechanism,improve the supervision and examination integration system that combines cadre assessment and mass participation,establish a list of objectives,tasks,and responsibilities,and improve the evaluation system for grassroots governments.Rebuild the cultural ecology of“people first”,adhere to the governance concept of consistency between party spirit and people’s character,implement the concept of good governance that integrates“political achievements”and“political ethics”,and enhance the sense of gain,happiness,and security of the people.
