辽宁省海上货滚甩挂运输发展研究

Research on the Development of Rolling and Drop and Pull Transportation for Marine Cargos in Liaoning Province

立足新发展阶段交通运输高质量发展需求,从推动“双碳”和“双循环”角度出发,充分论证了海上滚装甩挂运输这一先进多式联运方式在辽宁主动融入“一带一路”倡议和打造东北海陆大通道中的重要意义和发展机遇,通过对近年来辽宁、山东两省海上滚装甩挂运输发展现状的梳理,充分剖析了海上滚装甩挂运输与传统公路运输在运输距离、运输成本、绿色低碳和运输效率等方面的比较优势,并对当前海上滚装甩挂运输的发展不足进行系统分析,研究提出“十四五”期建设辽鲁货滚甩挂多式联运通道的建议。

Based on the high-quality development needs of transportation in the new development stage,and from the perspective of promoting"carbon peaking and carbon neutrality"and"dual circulation",the important significance and development opportunities of the advanced multimodal transport mode of marine rolling and drop and pull transportation in Liaoning's initiative to integrate into the"the Belt and Road"strategy and build a major sea-land channel in northeast China are fully demonstrated.Through combing the development status of marine rolling and drop and pull transportation in Liaoning and Shandong in recent years,the comparative advantages of marine rolling and drop and pull transportation compared to traditional highway transportation in terms of transportation distance,transportation cost,green and low-carbon,and transportation efficiency are fully analyzed.The systematic analysis on the development shortcomings of current marine rolling and drop and pull transportation is made,and the suggestions for building a multimodal transport corridor of rolling and drop and pull transportation for cargos in Liaoning and Shandong during the"14th Five Year Plan"period are put forward through the research.
