日照港港作拖轮抢险作业风险评估系统

Risk Assessment System for Tugboat Rescue Operations at Rizhao Port

为解决日照港港作拖轮参与大风浪条件下抢险作业时,能否保证自身安全并实施抢险作业,以及拖轮种类选择的问题,基于国家气象和海洋预报机构提供的大风浪数值预报信息,运用风险分析理论构建了港作拖轮大风浪条件下抢险作业的风险评估模型,通过专家调查问卷获取了评估使用的风险矩阵,在此基础上,研发了日照港港作拖轮在大风浪条件下抢险作业的风险评估系统。实际应用结果表明,系统可对大风浪条件下港作拖轮的抢险作业风险情况进行有效预评估,可为大风浪条件下拖轮抢险作业科学决策提供重要参考依据。

In order to guarantee the rescue operation of port operation tugs in Rizhao Port under the conditions of coming strong wind and waves while ensuring its own safety and solve the problem of tugboat type selection,this paper uses the risk analysis theory to construct the risk assessment model of tugboat emergency operation under the conditions of strong wind and waves based on the numerical forecast information of strong wind and waves provided by the national meteorological and marine forecasting institution.Additionally,a risk matrix is also generated based on expert questionnaires,and a risk assessment system for emergency operation of port operation tugs in Rizhao Port is developed.Practical application results have shown that the system can effectively pre-evaluate the risk of tugboat rescue operation in port under the conditions of strong wind and waves,and can provide scientific reference for tugboat rescue operation under the conditions of strong wind and waves.
