Study on the Model for Port Public Health Emergency Prevention and Control Based on the CAS Theory

以港口公共卫生突发事件为研究对象,对港口风险进行评估,指出影响港口公共卫生应急防控的因素,构建基于“刺激-反应”的港口公共卫生应急响应优化模型,提出港口各主体的创新行为。通过总结该模型在港口应急防控中的独特优势,推动港口公共卫生应急防控模型演进机制加快运行,为港口公共卫生应急管理的优化提供参考。

This article takes port public health emergencies as the research object,evaluates port risks,and points out the factors that affect port public health emergency prevention and control.It constructs an optimization model for port public health emergency response based on"stimulusresponse",and proposes innovative actions for various port entities.Furthermore,this paper summarizes the unique advantages of this model in port emergency prevention and control,promotes the accelerated operation of the evolution mechanism of the port public health emergency prevention and control model,and provides a reference for the optimization of port public health emergency management.
