博士生中期考核改革的理论逻辑、实践困境及变革路径 被引量:1

摘要 中期考核是内嵌于博士生培养过程中的关键一环,其本质是一项学术评价活动,而非简单的教学管理活动,但在实践中,我国高校博士生中期考核存在走过场或假考核等问题。因此,基于学术共同体视角重新理解博士生中期考核的学术共同体的权力运作逻辑、评价内容的知识生产规律的分类管理逻辑和评价过程的程序公正逻辑,对于推动博士生中期考核变革具有重要意义。结合96所“双一流”高校的政策文本发现,博士生中期考核政策存在不同主体权力边界不清晰、缺乏对知识生产分类管理规律的尊重以及基于程序公正的制度性规范不完善等问题。为进一步推进博士生中期考核政策变革,需“基于同行评议的自主性,健全学术与行政相分离的评价机制”“基于知识创新生产规律,优化中期考核分类评价标准”“基于程序公正逻辑,完善监督配套机制”。 The mid-term assessment is a key link embedded in the process of doctoral cultivation.Its essence is an academic evaluation activity rather than a simple teaching management activity.However,in practice,there are some problems in the mid-term assessment of doctoral students,such as going through the motions or false assessment.Therefore,from the perspective of academic community,it is of great significance to re-understand the logic of power operation,the logic of classified management of knowledge production and the logic of procedural justice in the evaluation process of doctoral mid-term assessment.Combined with the policy texts of 96“double first-class”universities,it is found that there are some problems in the mid-term assessment policy of doctoral candidates,such as unclear power boundary of different subjects,lack of respect for the classified management law of knowledge production,and imperfect institutional norms based on procedural justice.In order to further promote the reform of the mid-term examination policy for doctoral students,it is necessary to improve the evaluation mechanism of separating academics from administration based on the autonomy of peer review,optimize the classification evaluation criteria of mid-term examination based on knowledge innovation production law,and improve the supervision supporting mechanism based on procedural justice logic.
