史河灌区管理模式转变的实践与探索

Practice and Exploration of Shihe Irrigation Area Management Model Change

史河中上游依托治淮修建的梅山水库,在皖西新建了史河灌区,豫东南扩建古老的灌溉工程形成梅山灌区。灌区在保障粮食安全,区域经济发展重占有重要地位。史河灌区实际控制面积超过史河流域的一半,是史河水资源最大的使用消耗者。由于面临水资源的时空分布不均,旱涝频繁及农村改革进一步深化,城乡一体化全面铺开,土地经营方式转变、种植结构调整、水资源功能布局和配置改变,治水主要矛盾发生深刻变化,信息化技术的日新月异等新形势,灌区管理单位努力践行习近平总书记的“节水优先,空间均衡,系统治理,两手发力”十六字方针等一系列新思路、新理念、新方法,指导灌区水旱灾害防御工作,积极推进水利改革发展。通过史河灌区探索实践转变管理模式和方法促进区域经济统筹协调发展。

The upper and middle reaches of Shihe River rely on Meishan Reservoir built at Zhihuai River and a new Shihe Irrigation Area is built in West Anhui Province.Meishan Irrigation Area was formed by expanding ancient irrigation works in Southeast Henan.Irrigation area plays an important role in ensuring food security and regional economic development.The actual controlled area of Shihe Irrigation Area exceeds half of the Shihe River Basin and is the largest user and consumer of water resources of Shihe River.Due to uneven distribution of water resources in time and space,frequent droughts and floods,further deepening of rural reform,comprehensive spread of urban-rural integration,transformation of land management mode,adjustment of planting structure,and change of functional layout and allocation of water resources,major contradictions in water control have undergone profound changes.Facing the new situation of information technology,irrigation management units strive to implement a series of new ideas,new concepts and new methods,such as the sixteen-character policy of"water saving first,space balance,systematic management and two-hand effort",to guide the flood and drought disaster prevention in irrigation areas and actively promote the reform and development of water conservancy.Shihe Irrigation Area explores the practice of transforming management mode and method to promote coordinated development of regional economy.
