学术治理的核心是学术伦理的治理。学术伦理包括底线伦理、关系伦理和上标伦理等三个层次。底线伦理以忠诚为价值基础,关系伦理以信用为价值网络,上标伦理以创新为价值目标。在学术伦理治理上,通过防范与约束,严把学术“门槛”,确保学术忠诚;通过公开化程序,监督学术过程,保持学术信用;通过激励和引导,提高学术质量,实现学术创新。

The core of academic governance is the governance of academic ethics, which includes three levels: bottom-line ethics, relationship ethics and superscript ethics. Bottom-line ethics is based on loyalty, relationship ethics is based on credit, and superscript ethics is based on innovation. In terms of academic ethics governance, through prevention and restraint, the academic “threshold”should besupervised strictly to ensure academic loyalty;through open procedures, the academic process should be monitored to maintain academic credibility;through incentives and guidance, academic quality should be improved to realize academic innovation.
