中央与地方政府城乡融合发展政策的多维协调研究

Research on the Multidimensional Coordination of the Urban-Rural Integration Development Policies between the Central and the Local Governments

中国城乡治理进入了城乡融合发展新阶段,中央和地方政府制定了大量城乡融合发展政策,地方政府需提高“中央-地方”城乡融合发展政策体系的协调性来解决城乡融合发展中存在的诸多问题。选取中央各部门和云南省政府的城乡融合发展相关政策文献作为分析对象,从政策部门、目标和措施三个维度构建政策协调分析框架,基于此框架采用内容分析法找出“中央-地方”城乡融合发展政策协调的关键障碍,并进行跨层次多维度的政策协调分析。据此提出相应增强“中央-地方”城乡融合发展政策协调性的措施。

China’s urban and rural governance has entered a new stage of urban-rural integration development.The central and the local governments have formulated a large number of urban-rural integration development policies.The local governments need to improve the coordination of the central and local urban-rural integration development policy system to solve many problems in the urban-rural integration development.This paper selects the relevant policy documents of the central departments and Yunnan government on urban-rural integration development as the analysis object,and build a policy coordination analysis framework from the three dimensions of policy-making departments,policy goals and implementing measures.Based on this framework,the key obstacles of coordinating the central and the local urban-rural integration development policy are found out through content analysis method.A multi-level and multi-dimensional policy coordination analysis is conducted.Accordingly,measures are proposed to enhance the coordination of central and local urban-rural integration development policies.
