浅析“两高”项目环境影响评价中的碳排放评价

Analysis of Carbon Emission Assessment in Environmental Impact Assessment of“Two High”Projects

“两高”项目的环评是各级生态环境管理部门审批的重点,我们要从源头防控“两高”项目盲目发展。碳排放评价是目前“两高”项目环境影响评价工作的新内容和难点。本文主要从“两高”项目的界定、碳排放评价内容、碳排放评价方法、碳市场交易四个方面对“两高”项目的碳排放评价进行了系统性分析,以期为“两高”项目的环境影响评价以及环境管理工作提供一定的思路和参考。

Ecological and environmental departments at all levels strictly examine and approve the environmental impact assessment of“two high”projects,and we should prevent and control the blind development of“two high”projects from the source.Carbon emission assessment is the new content and diffi culty of environmental impact assessment of“two high”projects.This paper makes a systematic analysis of the carbon emission assessment of“two high”projects from four aspects:the defi nition of“two high”projects,the content of carbon emission evaluation,the method of carbon emission evaluation,and the carbon market trading,in order to provide some ideas and references for the environmental impact assessment and environmental management of“two high”projects.
