Regional Exploration and Practice in Informationization of Educational Governance

摘要 当前,物联网、云计算、大数据、人工智能等信息技术日渐成熟,为教育治理信息化实践提供了更多的可能性和便利性,将信息化手段引入教育治理领域是实现教育“善治”和教育治理现代化的必由之路。借助多元治理理论,分析教育治理信息化的三层逻辑结构,即政府治理信息化、学校治理信息化、社会参与治理信息化,探索出政府主导、学校主体、社会参与的教育治理信息化内在行动逻辑;并以山东省淄博市的应用为例,呈现了其教育治理信息化实践生态:政府发挥主导作用,夯实教育治理信息化的基座;学校发挥主体作用,促进信息化和学校治理的融合;依托多元合作,构建教育治理信息化共同体。 Information technologies such as Internet of Things,cloud computing,big data,and artificial intelligence are becoming increasingly mature,providing more possibilities and convenience for educational governance informatization practices.Integrating the information technology into the field of educational governance is the only way to achieve“good governance”and modernization of educational governance.The article analyzes the three-level logical structure of education governance informatization based on multi-governance theory,namely government governance informatization,school governance informatization,and social participation in governance informatization,and explores the inner action logic of government-led,school-led,and social participation in education governance informatization.Zibo in Shandong Province presents the characteristic education governance informatization practice ecology:the government plays a leading role to solidify the foundation of education governance informatization;schools play a major role to promote the integration of informatization and school governance;and building an education governance Informationization community based on diversified cooperation.
