高等教育后发优势的国际经验与四川省“对标竞进”大战略的新时代实践

International Experience of Late-Comer Advantage in Higher Education and Practice in the New Era of Sichuan Province's Grand Strategy of"Competition and Advancement"

该文系统概述西方高等教育中心迁移的演进历史,全面回顾美国高校以后发之姿通过跟跑、并跑最后领跑的波澜壮阔的恢弘史诗,重点研究集聚发展快速崛起的发展经验,从高校集聚发展的结构性机制出发分析四川省针对高等教育“十四五”高质量发展的“对标竞进、争创一流”大战略。按《关于新时代振兴中西部高等教育的意见》的要求,结合《成渝地区双城经济圈建设规划纲要》和四川高校“双一流”建设规划,围绕“对标竞进”战略平台推动高等教育高质量集群发展,进行基于国际经验、区域战略和同行实践的“对标竞进”政策效果分析和优先发展策略。该文对于高校更好地服务地方经济社会发展战略并形塑集聚发展态势提供一个案例式的路径选择。

This paper systematically summarizes the evolution history of the migration of Western higher education centers,comprehensively reviews the grand epic of American universities'future development by following and running last,and focuses on the development experience of the rapid rise of agglomeration development.Based on the structural mechanism of the agglomeration development of colleges and universities,THIS paper analyzes the grand strategy of"competing against the standard and striving for the top"aiming at the high quality development of higher education in Sichuan Province during the"14th Five-Year Plan".According to the requirements of"Opinions on the Revitalization of Higher Education in the Midwest in the New Era",combined with"the Outline of the Construction Plan of Chengdu-Chongqing Twin Cities Economic Circle"and the"Double First-class"construction plan of Sichuan colleges and universities,the development of high-quality clusters of higher education is promoted around the strategic platform of"competing against the standard and advancing".Based on international experience,regional strategy and peer practice,the policy effect analysis and priority development strategy are carried out.This paper provides a case-type path choice for colleges and universities to better serve the local economic and social development strategy and shape the agglomeration development trend.
